Airline industry work on 2 concepts when it comes to baggage, first is weight concept where only the weight is pre-decided per ticket (based on carrier carrying capacity) but passengers can carry as many baggage they need within that weight limit. Other concept is per piece where every piece passenger carrying is limited (with specific dimensions and weight each baggage). The limit is based on country norms you are travelling to and aircraft carrying capacity, along with ticket and class you are traveling, allowances may change.
